How to apply for a certificate

Although the usual service time to process certificate applications for regular issuance is 6-8 weeks, please be advised that we are currently experiencing longer than normal processing times.

Please allow additional time for processing since applications for regular issuance service are processed in the order received.

Already submitted applications are in line to be reviewed by an officer. If you experience an emergency after submitting your regular issuance application, please contact the Vital Statistics Agency. You will be asked to provide information relating to the need for urgent processing.

Proof of urgency may include:

  • documentation of a medical emergency
  • a letter confirming new employment
  • a letter from a consulate, embassy confirming an appointment
  • travel reservations including airline tickets, reservations or travel itinerary
  • a letter confirming an appointment for an immigration hearing
  • a wedding invitation, where the applicant is a party to the marriage
  • a letter from a Registered Education Savings Plan dealer
  • other situations, subject to review
The Government of Manitoba is committed to improving service times. Investments through the Government’s Idea Fund (formerly Transformation Capital Fund) will enable eligible applicants to apply for evidence of foundational identity and vital status online, 24 hours a day, seven days a week. This system is now beta-testing, and eligible individuals may experience shorter service times by applying online here: Online Certificate Application. Future investments will continue to reduce service times, including registration service times. In addition, the Vital Statistics Agency has commenced select operations over the weekend, including answering calls and processing applications. These initiatives will improve services and reduce wait times for all Manitoba-registered individuals.

All the appropriate sections of the application form must be completed in full.

Incomplete applications or those with insufficient payment will be returned.

Documents can be issued only if the birth, marriage or death occurred in Manitoba. Certificates contain information extracted from the original registration filed at our office.

Birth certificates are issued in the applicant's birth name, unless a legal change of name has occurred. If you have changed your name upon marriage, please provide your name before your first marriage.

THE VITAL STATISTICS AGENCY STRONGLY RECOMMENDS THAT BIRTH CERTIFICATES BE ORDERED WITH THE NAME(S) OF THE PARENT(S).

The building is located at the SW corner of Portage Avenue and Garry Street.

The Agency is open Monday through Friday, from 8:30 A.M. to 4:30 P.M.

Available payment methods are cash, cheque, money order, debit, Visa or MasterCard.

Please note personal cheques, unless certified, will NOT be accepted for RUSH service.
