Online Certificate Application


Welcome to the Government of Manitoba Vital Statistics Agency’s Online Certificate Application website.

Eligible applicants can apply for birth, death or marriage certificates for events that have been registered in Manitoba. (Registration can take 6 to 8 weeks from the date the birth, marriage or death took place, depending on the event.)

In order to use this online service you need the following:

In certain cases, you may be required to print, sign and mail your application (for example, when supporting documentation is required to be attached to the application).

Processing time:

For applications sent to us electronically, processing time is 6 to 8 weeks (shipping time is not included). Rush issuance service may be available.

Selecting rush issuance service expedites processing of an application for a document. It does not expedite registration of a vital event.

Rush issuance service is not available until documents for a vital event have been filed in full, and registration has been completed without errors.

Although a payment may be processed immediately, regular issuance service or rush issuance service (as selected by the applicant), will proceed after a vital event is registered correctly and in full.


Important: Every person who submits an application for a certificate and thereby requests that a service be performed by the Government of Manitoba Vital Statistics Agency must pay the required fee. Therefore, applicants who cancel their application or who are refused a certificate are not eligible for a refund.


Client care alert:

Although the usual service time to process certificate applications for regular issuance is 6-8 weeks, please be advised that we are currently experiencing longer than normal processing times.

Please allow additional time for processing since applications for regular issuance service are processed in the order received.

Already submitted applications are in line to be reviewed by an officer. If you experience an emergency after submitting your regular issuance application, please contact the Vital Statistics Agency. You will be asked to provide information relating to the need for urgent processing.

Proof of urgency may include:

  • documentation of a medical emergency
  • a letter confirming new employment
  • a letter from a consulate, embassy confirming an appointment
  • travel reservations including airline tickets, reservations or travel itinerary
  • a letter confirming an appointment for an immigration hearing
  • a wedding invitation, where the applicant is a party to the marriage
  • a letter from a Registered Education Savings Plan dealer
  • other situations, subject to review
The Government of Manitoba is committed to improving service times. Investments through the Government’s Idea Fund (formerly Transformation Capital Fund) will enable eligible applicants to apply for evidence of foundational identity and vital status online, 24 hours a day, seven days a week. This system is now beta-testing, and eligible individuals may experience shorter service times by applying online here: Online Certificate Application. Future investments will continue to reduce service times, including registration service times. In addition, the Vital Statistics Agency has commenced select operations over the weekend, including answering calls and processing applications. These initiatives will improve services and reduce wait times for all Manitoba-registered individuals.
